発音は「プラ」「ファ」「ティア」「リング」と４拍で、「ティア」に
アクセント。

この what は先行詞を含む関係代名詞。もとは that which 。

◆at the Redding Medical Center
Redding Medical Center はカリフォルニア州にある総合病院。


◆'Don't have a flat tire in front of Redding Medical Center,
have a flat tire ＝ パンクする

◆who ran a busy practice
ran は run の過去形で「運営していた」の意。
この場合の practice は「（医者の）業務」の意。

◆demanding their medical records
この demanding は前の patients を説明する過去分詞の形容詞用法。
「要求する」患者、ということ。
